 c digital twin requires careful consideration of many factors\, such as da
 ta sources\, modeling\, reuse\, and interoperability. Drawing on current r
 esearch and two concrete practical examples\, the panel will discuss the e
 ntire lifecycle of a digital twin: How can a city begin to implement data-
 driven climate adaptation or climate protection? How does the city of Leip
 zig transition from its energy twin to remote sensing data? And how does t
 he city of Speyer conduct its evidence-based urban planning using its 3D c

 dle citizen inquiries. Only one-third of the population trusts the governm
 ent\, and by 2030 there will be a shortage of over one million local gover
 nment professionals. Digitalization is a necessity—but it remains unclea
 r who will ensure that it remains responsible. Local governments and busin
 esses have long been working on this\, though with differing approaches th
 at go beyond the common regulatory framework (e.g.\, the AI Regulation and
  the GDPR). In companies\, competition\, reputation\, and liability drive 
 the discussion of digital responsibility. In municipalities\, it is the pu
 blic welfare mandate\, reliability\, and democratic legitimacy. Both sides
  have developed practices\, such as AI registries\, ethics charters\, risk
  categorizations\, and competency programs. Which of these work where\, an
 d where do they complement each other? The panel brings together the City 
 of Leipzig with the Corporate Digital Responsibility Initiative of the Fed
 eral Ministry of Justice and Consumer Protection—which has over twenty m
